OIC CAREER OPPORTUNITY
The Office of the Insurance Commissioner’s (OIC) Property & Casualty Actuarial Services Unit is seeking a motivated and qualified individual to fill a Lead Actuary 3 position. This position is assigned to the Rates, Forms & Provider Networks Division, located in our Tumwater office.
The Lead Actuary 3 position is a key employee within the agency and serves as the subject matter expert for all issues related to property & casualty rates.

This is a Washington General Service position. The monthly salary range for this position is $11,545 - $15,531.

Duties
The duties of the position include, but are not limited to:
Conducting job analyses and identifying duties for job descriptions of reporting positions.
Developing performance expectations and conducting performance evaluations.
Assigning, planning, and checking the work of property & casualty actuarial staff.
Coaching and instructing property & casualty actuarial staff.
Conducting supervisory fact-findings into alleged misconduct and/or performance deficiencies.
Determining if an employee has successfully passed their probationary or trial service period.
Reviewing and analyzing filed rates and detailed supporting information submitted by property & casualty insurers.
Determining whether insurers’ filed rates meet the requirements of Washington state law, and where applicable, federal law.
Composing detailed objection letters to filers, noting where filings lack sufficient supporting information, where work is not actuarially sound, and where proposed rates would violate Washington or federal law.
Taking final action (approval/disapproval) on rate filings.
Requirements
Required Qualifications: The incumbent must meet one of the required qualification options listed and any additional qualifications included in the required qualifications section.
Option 1: Fourteen (14) years of property & casualty actuarial experience with 3+ years in a supervisory or lead actuary role.
Option 2: An associate degree and twelve (12) years of property & casualty actuarial experience with 3+ years in a supervisory or lead actuary role.
Option 3: A bachelor’s degree and ten (10) years of property & casualty actuarial experience with 3+ years in a supervisory or lead actuary role.
Option 4: A master’s degree and eight (8) years of property & casualty actuarial experience with 3+ years in a supervisory or lead actuary role.
AND
One of the following actuarial credentials:
Associate of the Casualty Actuarial Society; or
Fellow of the Casualty Actuarial Society; or
Fellow of the Society of Actuaries with the General Insurance track.
Preferred/Desired Qualifications:
Experience analyzing and interpreting Washington Title 48 RCW and Title 284 WAC.
Previous experience in insurance regulatory compliance.
Member of the American Academy of Actuaries.
Experience with predictive modeling, such as GLMs and tree-based models.
Experience supervising other supervisory level staff.
